Al egheny Mountain Rifle Conference Rules

Mission Statement

The vision of the Allegheny Mountain Rifle Conference is to provide a safe and
structured environment within which we can introduce student athletes of varying
abilities to a sport they can enjoy for the rest of their lives.  Our goal is to empower
them with the attitude, knowledge, and skills necessary to compete successfully and
take advantage of any future college rifle scholarship opportunities that may be
available to them.

All applicable PIAA / NRA Smallbore Rifle Rules shall be used and, in the event
of a conflict, takes precedence over the Allegheny Mountain Conference Rifle
Rules.

Range Regulations:

1.  Each participating team must have an appropriate indoor range with at least 3
shooting lanes in which to practice and host home matches.  Refer to NRA rule 6 for
details.

2.  Illumination – Artificial illumination of ranges is authorized.  Artificial illumination for
indoor ranges should provide the necessary level of even light, without glare or
distracting shadows, on all target positions.  The background area, behind the targets,
should be of a non-glaring light color.  Outdoor sanctioned League or approved
tournaments may be fired under artificial illumination.  The backstop background shall
be consistent for all matches fired during the season.  No turning lights of during the
match.

Safety Regulations:

3.  Required Safety Training

a.  All athletes must have successfully passed the NRA Basic Rifle Safety

Course prior to any live fire at an in-season practice or match.

b.  At least one coach on each team shall be an NRA Certified Rifle Instructor.
All other team coaches must have passed the NRA Basic Rifle Safety Course
prior to coaching any live fire at an in-season practice or match.

4.  Individual Safety During Practice and a Match

Eye and ear protection are required within the shooting area when the range is
active.  Prescription eyeglasses are acceptable protection as long as the
lenses are polycarbonate (shatterproof).  Side shields are optional.
Specialized shooting glasses are permitted as long as there is protection for
the non-aiming eye (on occlude or blocker is acceptable).

5.  Spectators are permitted at District matches as long as they are wearing
acceptable eye and ear protection and stay within an area designated by the CRO.
Spectators are not permitted to speak to shooters or coaches during live fire and must
remain quiet.

6.  All teams will follow official rifle league hygiene guidelines in order to minimize
participant’s and coach’s exposure to lead.

Match Operations

7.  The Match Director (NRA Rule 11.1) shall be the Head Coach of the home team,
unless otherwise designated by the home team.

8.  The Range Safety Officer (RSO) (NRA Rule 11.4) shall be an NRA Certified Range
Safety Officer.  The home team shall make arrangements for a RSO for the match.  It
is permissible for two or more individuals to alternate as the RSO during a match,
provided it is done in a manner so as not to cause any confusion among the shooters.
For range safety reasons, the RSO shall not coach while on duty.

9.  Three positions (prone, standing, and kneeling) shall be used in all regular season
varsity matches.

10.  The NRA?USA 50 target (the designated target for 3-position matches at 50 ft.)
shall be used in all regular season matches.  Orion targets are also approved.

11.  Match Procedures

a.  The Match Director may choose to hang the targets for multiple stages at
the same time.

b.  If multiple targets are hung as the same time, the Match Director may
choose to limit the time between positions to only a 3 minute equipment
change, plus a 3 minute preparation period.  Since this procedure does not
allow anyone to move forward of the firing line, the RSO must check the targets
between stages with a spotting scope and report any problems in writing (i.e.

excessive hits, potential crossfire, etc.) to the Statistical Team prior to the start
of scoring.  Written notification to the Statistical Team is important because it
reduces the chances of forgetting something or a misunderstanding.

c.  Block time is not to be used during regular season or championship
tournament matches.

d.  In the event of a dispute between scorers, a third representative, chosen at
random, will score the target without knowledge of the disputed scores or the
shooter.  If obvious errors occur with electronic scoring, those may be
corrected by the scorers, if both parties agree.

e.  After scoring is complete, each competitor is responsible for reviewing their
targets for scoring accuracy.  A competitor may request, through his/her team
captain, that the total (match) score of his/her targets be verified by the
scorers.  Refer to NRA Rule 16.1(f).

f.  Each competitor and the team captain must sign the scored target in order
for it to be considered valid for the match.  Refer to NRA Rules 18.11 and 18.14
for more details.

g.  If weather, or another problem, prevents timely scoring, the match targets
may be scored at a later time and/or place as deemed appropriate and agreed
to by the head coaches of that match.

h.  A maximum of 10 shooters per team may participate in any match.  The
scores of the top 5 shooters on each team will be combined to determine the
team score.  If there are at least 3 shooters, but less than 5, the lowest score or
100 points, whichever is less, will be added once or twice to make the team
score.

Example 1:  shooter 1 = 300, shooter 2 = 250, shooter 3 = 200, phantom
score 1 = 100, phantom score 2 = 100.  Team score = 950 points.

Example 2:  shooter 1 = 300, shooter 2 = 250, shooter 3 = 100, shooter
4 = 50, phantom score 1 = 50.  Team score = 700.

i.  A minimum of 3 shooters is required for a team to compete in a District 5
match. Any team that is unable to field 3 shooters will forfeit the match.

j.  For ANY range having less than 10 lanes; it is suggested to reduce your
number of participant’s to the number of lanes available.  An example is 8
lanes, so each school has 4 shooters selected. Details can be worked out
amongst competing schools prior to the match as most coaches know how
many lanes each range has.

k.  The annual master schedule will not have any tri-meets slated.  It will be
between the schools involved to possibly have a tri-meet via their own
communication.  There should be NO surprises when a team arrives to find 2
other teams to compete against.  This is for the best interest of the sport.

l.  One of each team’s coaches shall hold all match targets for the team until
the end of the season.  This is done so all of the targets are available for
further review if the need should arise.  The targets may be released to the
shooters at the end of the season if there are no pending issues relating to
those targets.

13.  Junior Varsity Matches

a.  JV matches will be held immediately following each regular season Varsity
match, unless one team cannot or chooses not to field a JV team.  JV matches
may also be cancelled at the discretion of either team’s coach due to
insufficient range time, weather problems, or other limiting factors.

b.  JV matches are one target in the prone position.  JV rules and times are the
same as for prone position in the Varsity match.

c.  Maximum of 5 individuals may shoot for each team.

d.  Top 3 individual scores from each team determine the team score.

14.  Tie-Breaker for all matches – NRA Rule 15-7 shall apply.

League Operations

15.  Regional Matches – Regional Match rules will determine the

number of teams and individual shooters that may represent the conference at
any Regional Match.

a.  The WestPAC Champion team (as determined by WestPAC rules) will
represent for the Regional Match.  In the event that more than one team from
District 5 is allowed to participate, additional teams shall be selected based on
the highest WestPAC standing.

b.  The appropriate number of shooters from each team shall be allowed to
represent their team in the Individual Competition of the Regional Match.  The
participating athletes from each team shall be selected by their coaches.

16.  Since NRA scoring classifications can only be obtained from sanctioned matches,
it is necessary for our district matches to be considered NRA sanctioned.  All
participating District 5 schools must therefore be an NRA Affiliated Club.

17.  All District athletes will be requires to complete an NRA league registration card
and pay the prevailing NRA league fee prior to the first match.  This is necessary for

our District matches to be considered NRA sanctioned.  Athletes will receive an NRA
Classification card at the end of the season.

18.  District 5 Governance Meetings

a.  Any participating District 5 school can request a District 5 rifle team
meeting, at which each participation school shall have one vote.  This forum
shall be used to settle any disputes or protests between teams and shall be the
final say in all matters except NRA rules interpretations.

b.  District 5 meetings shall be open to team coaches, school district
administrators, and athletic directors.

c.  A simple majority of participating teams must be represented at a meeting to
constitute a quorum.

d.  Allegheny Mountain Conference Rifle Rules (this document) shall be open
to changes each year.  Suggested changes for the upcoming season shall be
submitted to the membership, discussed openly, and voted upon no sooner
than the official PIAA end of a rifle season and no later than 30 days prior to
the official PIAA start of the next rifle season.  Tule changes require a minimum
2/3 majority vote of the entire membership (one vote each for all member
schools) for ratification.

e.  The school representative must be present at the voting meeting (held the
first Monday in November annually) in order to have a vote.

19.  Intra-League Communications

a.  The official means of communicating with all teams in the league shall be
broadcast email.  Two examples are scheduling league meetings and
distributing league-wide information such as rules updates, equipment
purchasing information, etc.  When sending emails the Sender is responsible
for making sure that each team receives the information.  For the reason
requesting a “read receipt” is recommended.  If no read receipt is received
within a reasonable amount of time, then a follow-up phone call to the intended
receipt is suggested.

b.  Each team is to designate on individual (typically the school’s AD) as the
team’s official communications person (a backup person is a good idea too), to
receive all league communications.  It is then the responsibility of each team’s
communications person to distribute the information to all of the appropriate
people for the team/school.
